Two bills have been introduced in the Massachusetts legislature to counter new regulations mandated by state Attorney General Maura Healey last year. In July, Healey issued an “enforcement notice” regarding what she referred to as “copycat assault weapons.” The notice stated that “If a gun’s operating system is essentially the same as that of a banned weapon, or has components that are interchangeable with those of a banned weapon,” then that gun, too, is banned.
The bills now under consideration seek to counter the new regulations, which retroactively criminalize decades of legal behavior and transactions. S.1316 would eliminate the term “copy” from the statute, while S.1322 would remove the Attorney General’s authority to regulate firearms altogether.
