It’s called the Strategic Subject List and it documents people who are most likely to either be shot soon or to shoot someone. Created by the Chicago Police Department, the list uses data such as number of arrests, shootings and gang member affiliations to assign a score to individuals. The higher the score, the greater the chances of being involved in a violent altercation.
In 2016 thus far, more than 70 percent of the people shot in Chicago were on the list. Also on the list: more than 80 percent of those arrested in connection with shootings.
Police Superintendent Eddie Johnson estimates that about 1,400 residents are responsible for the majority of the violence among the city’s 2.7 million people, and all of them are on the list. Whether this strategic tactic can succeed in lowering the sky-high gun and gang violence in the Windy City remains to be seen.
Sen. Sessions Warns Of Repercussions If Hillary Is Victorious
Sen. Jeff Sessions, R-Ala., is understandably alarmed at the thought of another Clinton-led White House. On Sunday, he warned that a Hillary Clinton victory would result in “the greatest reduction of Second Amendment rights since the founding of the Republic.”
Sessions criticized Clinton for attacking the Supreme Court decision in District of Columbia v. Heller—a ruling affirming the individual right to bear arms. Hillary, you’ll recall, has called the ruling “wrong.” Apparently she’s so high and mighty that she thinks she’s wiser than the highest court of the land.
The death of Justice Antonin Scalia in February changes the composition of the court and, Sessions says, if Clinton gets elected, the Second Amendment is in danger. “She will appoint somebody who changes it, and what that means is it’s no longer a personal right to have a gun, but every city, county and state can completely ban firearms in America.”
West Virginia “Permitless” Carry Law Takes Effect
West Virginia’s new “permitless” concealed-carry law took effect yesterday, marking a new era for concealed carry in the Mountain State.
As many A1F Daily readers will likely recall, the measure, House Bill 4145, does away with the permitting requirement for law-abiding West Virginians to carry concealed firearms for self-defense.
The new law represents an unprecedented expansion of rights for law-abiding West Virginians. And according to NRA’s Institute for Legislative Action, Attorney General Patrick Morrisey’s support of law-abiding gun owners was crucial to securing ultimate passage of permitless/constitutional carry in the state. His efforts to ensure that law-abiding gun owners are adequately informed on the law should, once again, be applauded.

Hawaii May Put Gun Owners In Database For Special Scrutiny
Hawaii may become the first state in the U.S. to add the names of gun owners to an FBI database—or registry—that automatically notifies police, employers and others if a person in the database is arrested, the Associated Press reports.
Under the proposal, the names of gun owners would be added to the FBI’s so-called “Rap Back” database—which catalogues the names of persons in “positions of trust,” such as schoolteachers and bus drivers—and if those individuals ever became prohibited persons barred from owning firearms due to a criminal conviction or even the issuance of a domestic restraining order, police would be automatically notified. The unspecified costs of the program would be borne by gun owners.
Such schemes should send chills down the spine of anyone who cares about their constitutional rights: Owning a firearm isn’t a suspicious act, and firearm owners shouldn’t be singled out for special scrutiny by government monitors.
Armed Detroit Man Ends Home Invasion With Gunshots
A homeowner on Detroit’s west side shot an intruder who was holding him and his wife at gunpoint during a robbery on Monday evening.
According to local media, two armed men ordered the homeowner and his wife into their house and then down into the basement. The armed robbers repeatedly told the homeowner to turn around, but the homeowner replied that if he was going to be killed, the robbers would have to do it to his face. When one of the robbers turned toward the stairs, the homeowner grabbed a gun he kept in the basement and shot one of the assailants, causing both to flee.
“Of course I was scared, who wouldn’t be?” the homeowner told Detroit’s 7 Action News. “Some goon has a gun to your head and tells you he’s going to shoot you because you’ve seen his face.
