A woman hired by the New York City Mayor’s Office of Criminal Justice to help keep teens out of jail seems to have problems obeying the law herself. Reagan Stevens and two young men face charges of illegal weapons possession after authorities found a loaded 9 mm semi-automatic pistol, with its serial number partially destroyed, in a car that was double-parked near the site of a Queens shooting last weekend.

Police had been dispatched to the neighborhood after the city’s ShotSpotter gunfire detection system picked up five gunshots being fired. Surveillance video captured the muzzle flashes of five shots fired from the Infiniti, sources told The New York Post.

The loaded gun was in the glove box of the car, and a spent shell casing was on the floor of the car, police reports indicate. The gun had an eight-round magazine in the magazine well—two rounds were in the magazine and one was in the firing chamber.

Stevens, 42, is a Deputy Director of Youth and Strategic Initiatives for the de Blasio administration. Her parents are both judges. She was immediately suspended without pay. The two men who were arrested with her are Caesar Forbes, 25, and Montel Hughes, 24. All three have been charged with two counts of criminal possession of a weapon—one for the gun being loaded, another for its illegally obscured serial number.

Stevens has a sealed arrest on her record, though various sources listed a different time frame for that offense; Hughes has nine prior arrests; Forbes has no criminal record, The Post reported.
